Strategy: chilling water (and again after each time rayquaza resets its stats, and an extra one right before or after the dragon dance), terastalize when orb is charged (or on first attack after that), draining kiss when you need HP. moonblast until your stats reset. 4-5 calm mind. moonblast to victory.
Pros: supereffective tera type matching base type, great special attack stat, decent special defense stat, no weaknesses. immune to dragon pulse and draco meteor, chilling water debuffs attack 1 stage through shield while charging tera orb. calm mind buffs special attack 1 stage and special defense 1 stage, draining kiss and moonblast have 100 accuracy and deal supereffective STAB (tera-boosted when terastalized) damage. draining kiss has 50 base power and it recovers 50% of damage dealt in HP. moonblast has 95 base power and a 30% chance of debuffing special attacker 1 stage. covert cloak prevents confusion from hurricane (normally 21% chance).
