'Shred' attacks don't interact with Pikachu ex's Ability, it works like focus sash, it doesn't alter the amount of damage being done, you do your full damage, then afterwards when KO is checked for and the pokemon has enough damage, the Ability kicks in preventing the KO and leaving the pokemon with 10HP.
