Quite a few people were asking for this clear, and as resident Lisia stan I thought might as well. My Lisia is +10 E, but it’s not necessary as it only lets me get an extra sync tile or +20 defense, neither of which matter.

Tips:
-Follow bar 1 rotation closely and take advantage of denying Electrode to buy enough turns to sync before Raikou’s second, preventing any excess damage on Seadra. It’s critical that it survives for bar 3 to kill in time. If you’re running Witty Hit rather than Grand Entry (which gives variance) you may get sometimes a rotation that doesn’t kill Ampharos by first sync (though that’s unlikely) but you can take advantage of it and play for denial.
-Bar 1 lucky Moonblast procs are helpful but non-essential. After Lisia’s first sync, ramp up Acumen stacks with Dragon Pulse asap.
-Use her TM twice on the opening bar 2 and bar 3 crits. Do not use them on anything else or she’ll risk getting overwhelmed.
-Even if your sync kills through bar 2 rather than missing the kill like mine did, Lisia has enough bulk to take everything in bar 3, including sync, without proccing her endure, by then which she should kill comfortably.
