9:19 WereGarurumon couldn't have attacked. It was played that turn and its effect to attack doesn't ignore the fact that he didn't have Rush. A Digimon must be able to attack if the effect doesn't state the contrary. (Take Vortex as example. It clearly states that it allows Digimon played on the same turn to attack)
You can’t use the option turn 1 because breeding area dosnt count as on the field
