I think it’s fine when it’s wings are up, but I can see why people think it looks imbalanced when it’s wings are idle.

mega dragonite also has alot of Hermes inspiration (the winged "boots" and it often being a mailman in the anime)
I love it and its cool that its one of the megas that dont seem to suffer from mega evolving lore wise.
How I would change the design, if it were me. Remove the wings on the head and remove the wings on its back. Give it Dragonair's ear wings on its head. Give it the feathery wings on its ankles, not huge but enough to be noticeable. Give it a longer horn. Change the color to blue to tie it back to Dragonair and dratini, or give it blue highlights. This would basically give Dragonite a hermes style mega evolution. And with it often being depicted as a mail carrier in the anime I feel like this fits thematically.
