Okay, so funny enough, there is an irl reason why the Pokedex Entry changed from near exctinction to overabundance.
Players(or maybe just one) saw the pokedex entry and started breeding for lapras and released the newly born lapras back into the wild within the game. They did this so much that the pokedex entry changed to Lapras now having an over abundance.
