If you’re buying it, get a chomp with Rough Skin.
If you’re catching one, Sand Veil will be fine for the purposes of completing the story.

2.@xhev-vg1qp pointed out that a Geodude with Sturdy is a great option for a Stealth Rocker, and I totally agree!
it’s much more defensive than garchomp and lacks the dark/ice coverage of hippowden, but on the plus side, it’s super easy to catch early in the game on Route 207 and learns stealth Rock naturally at level 12.
Rock Slide learned at level 21, Earthquake learned at level 27, Explosion learned at level 35 will round out the move set
