You can find it earlier in the game. South province area four straight down South from the SP Pokemon centre area two. It wil be at a small.lake. my conditions for finding it where at night. There are a lot of floette there but there are some single labebe

i went a blue Flabebe but i have it in red and evo it into Floette
Flabebes are tinier than tiny 😭
Even if it might be Floette instead of Flabebe in the second location (Fairy Base), it's still a good place to get the other colors. You can just get ditto, have a picnic, and get an egg. It'll hatch the color you used (Tested myself)
