Few days ago i started my own playthrough of emerald (completely unrelated to the fact you're doing it.) but it the lilycove team aqua base there is a master ball in a room next to 3 other balls (two of them being an electrode or voltorb whatever it is.) i used it just now to catch Rayquaza my team consistsed of a level 63 sceptile and 5 other pokemon below 30 (i wasnt training them lol) so i had no choice.

   Im sure you dont wanna read all this but if you do and wonder how i beat all 8 gyms with only sceptile, basically i taught him rock tomb and when i got to the fire gym i replaced rock tomb with dig and so during fortree gym i relied on potions, slam, and screech (screech for lowering defense) mb for Yapping just happy
